INRAE presentation
INRAE, the French National Research Institute for Agriculture, Food, and Environment, is a public research organization bringing together 12,000 employees across 272 units in 18 centers across France. As the world’s leading institute specializing in agriculture, food, and the environment, INRAE plays a key role in supporting the necessary transitions to address global challenges.
Faced with population growth, food security challenges, climate change, resource depletion, and biodiversity loss, INRAE is committed to developing scientific solutions and supporting the evolution of agricultural, food, and environmental practices.

Context and partnerships
The strategy of Paris Saclay Applied Economics (PSAE) is divided into three categories: research, expertise and teaching. The project falls naturally within the cross-disciplinary theme of ‘Public Policy Evaluation’ and ties in with existing research and teaching on climate, agricultural and biodiversity protection policies, as well as on the factors influencing individual choices. Your recruitment is part of a long-term scientific strategy focusing on the acceptability of public policies relating to the environment and health. The unit has considerable expertise in assessing the cost-effectiveness of these policies. However, the question of their acceptability is rarely addressed, even though it is crucial in the current climate, where policies that enjoy a degree of scientific consensus are fiercely contested when they relate to the climate, agriculture or protecting biodiversity. Nature and purpose of the research project to be developed and related activities The introduction of health or environmental policies regularly meets with opposition. These policies concern global public goods (e.g. the climate or biodiversity) that are interlinked with local public goods (e.g. water and local pollution), and require decentralisation involving multiple levels of governance (Europe, national governments, regions, cities). Some of the opposition can be attributed to a lack of trust in central authorities, uncertainty surrounding the issues at stake, and the limited involvement of local authorities and stakeholders, despite their crucial importance. This research project aims to gain a better understanding of how to design effective, fair, and socially acceptable policies within a multi-level governance framework. The project is innovative in two respects: firstly, it draws on the concept of interlinked public goods and the mechanisms for voluntary contributions within complex institutional frameworks; secondly, it combines economic theory with real-world experiments and analyses.
Nature and purpose of the teaching project
The teaching programme forms part of the University of Paris Saclay’s ecosystem. You will contribute to teaching activities on two Master's degrees in which PSAE plays a key role: the EEET Master's, coordinated by PSAE, a national authority on environmental economics, and the Master of Economics coordinated by ENS-Paris Saclay and the Jean-Monnet Faculty at Paris-Saclay University. This will help to strengthen ties between economists within the Economics & Management Graduate School and contribute to the integration of economics teaching at Paris-Saclay University. The course content is consistent with the programme’s objectives and, in principle, will consist of two Master’s-level modules: a module on environmental federalism (M2), drawing on economic theory and empirical applications, and a methodology module on experimental economics and contributions to public goods (M1). These modules will be tailored to your profile.
Funding and related resources
ANR Package : €200 000
INRAE Package : €122 000
Others : €55 000
Total : €407 000
Open science: The project will come under a reproducible, open science approach, in accordance with INRAE’s commitments regarding the generation of knowledge (operationalisation of research questions and analyses) and its dissemination. It will prioritise the provision of codes and datasets developed from the moment of publication to facilitate the reproducibility of the results presented. Funding for the chair will enable the project’s main findings to be published in open-access journals. All the work documents will be deposited on the HAL-INRAE platform. One of the chair’s key objectives will be to contribute to the processes involved in developing new open-access databases. Science and society: The project findings are intended to contribute to the public debate and provide expert input and support for public policy.

Ultimately, it will also involve contributing to interdisciplinary papers to bring this topic to journals such as Frontiers in Sustainability, Science, or Nature. The candidate must also demonstrate the ability to lead joint research projects, supervise doctoral students, and teach.
